Dr. Theresa B. Felder, President of Harford Community College, presented the Distinguished Alumni Award to Edward Hopkins at the College’s 68th Annual Commencement Ceremony on May 21, 2026. Recipients of the award have attained outstanding success in their chosen profession, demonstrated a commitment to the community, and maintained an interest in and service to Harford Community College.

Hopkins received an Associate of Arts degree in Criminal Justice from Harford Community College in 1983. He earned a master’s degree in public administration with a minor in police management from the University of Baltimore. 

Hopkins recently concluded his service as Town Administrator and CEO for the Town of Bel Air. He previously served as Director of the Harford County Department of Emergency Services, where he oversaw a wide range of public safety and emergency service operations. In addition, he worked as a public safety strategic advisor, providing leadership and guidance across multiple emergency service disciplines.

Hopkins built a distinguished career with the Harford County Sheriff’s Office, retiring as a Lieutenant. He later returned to the agency to serve as Director of Media and Communications and as Chief Deputy (Colonel). His public service also includes elected leadership roles, having served eight years as a Bel Air Town Commissioner and two years as Mayor.

A dedicated volunteer, Hopkins is a 53-year member of the Bel Air Volunteer Fire Company, where he has served as both Fire Chief and President of the Board of Directors.

A lifelong resident of Bel Air, he and his wife Cristie have five children and three Labrador retrievers.
