Governor Wes Moore Appoints Elissa Halloran, JD to Harford Community College Board of Trustees

Governor Wes Moore has appointed Elissa Halloran, JD, to the nine-member Harford Community College Board of Trustees. Her term expires on June 30, 2030. Halloran was sworn in at the Office of the Clerk of the Court in Bel Air on July 22, 2025.

Ms. Halloran is a practicing attorney and a partner at the law firm, Love, Fleming, Bearsch & Halloran, LLC. Ms. Halloran has been practicing law since 2006, primarily in the area of family law. Ms. Halloran’s law career has afforded her years of experience in courtroom litigation and advocacy.

Ms. Halloran received a BS in Law and American Civilization, magna cum laude, from Towson University, and she earned a JD from the University of Baltimore School of Law. Ms. Halloran is a member the Harford County Bar Association and a past president of the Harford County Chapter of the Women’s Bar Association.

Ms. Halloran has been actively involved in the Bel Air Community as a past board member of the Bel Air Downtown Alliance and has experience in higher education as past adjunct faculty for Carroll Community College.
