Christopher Payne Reappointed to Harford Community College Board of Trustees

Harford Community College Trustee Christopher Payne has been reappointed to the College’s Board of Trustees. He was sworn in at a ceremony at the Clerk of the Circuit Court’s office in Bel Air on July 30, 2021. Mr. Payne’s appointment is for five years, ending June 30, 2026. Harford Community College President Dr. Theresa Felder and Board Chair Laura Henninger attended the swearing in ceremony.

Mr. Payne was first appointed to the Board in January 2019 to a position vacated by Trustee Joyce Jackson, who had moved out of the county. He will continue serving as representative for District A.

Mr. Payne has 20 years' experience in the areas of electrical, software, and systems engineering and has demonstrated expertise in algorithm and software development, project and customer relationship management, and subcontract negotiations and oversight. He currently serves as a Director of Engineering with Northrop Grumman Corporation Mission Systems Sector in Annapolis, MD, where he has worked since 2004. He previously worked for BAE Systems, Inc. in Patuxent River, MD.

A native of Rochester, NY, he now resides in Joppa, MD with his wife Barbara and three children. Mr. Payne holds an MS degree from the University of Wisconsin in Platteville and a BS in Electrical Engineering from Hampton University. He is also a graduate of the Project Management Certificate Program at UC Irvine.
