Governor Hogan has appointed Christopher Payne to the nine-member Harford Community College Board of Trustees. Mr. Payne was sworn in at the Harford County Courthouse on February 4, 2019. His term expires on June 30, 2021.

Mr. Payne will represent Councilmanic District A. He assumes the role vacated by Joyce Price-Jones, who retired from the Board last year. Mr. Payne will serve out the remainder of Mrs. Price-Jones’s term, after which he will be eligible for reappointment to another five-year term.

Mr. Payne has nearly 20 years’ experience in electrical, software, and systems engineering, and has been employed by Northup Grumman Corporation Electronic Systems since 2004. He holds an MS degree from the University of Wisconsin in Plateville and a BS in Electrical Engineering from Hampton University. He is also a graduate of the Project Management Certificate Program at UC Irvine.

Mr. Payne is active in promoting the sciences to local students, serving as an in-school speaker for Northrop Grumman’s Discover Engineering program since 2005 and participating in STEM and Beyond events at middle and high schools throughout Harford County. He is a member of the African American Task Group at Northup Grumman, and has volunteered with the March of Dimes and the Maryland Food Bank.
