Purchasing Home
The procurement of supplies, equipment and services
necessary for the operation of Harford Community College has
been delegated to the Purchasing Department as the agency
authorized to make commitments against College accounts for
these purposes.
The Director for Purchasing (Purchasing Agent) is charged
with the responsibility of conducting the purchasing
function so as to obtain the greatest benefit for the
College, and to do this in accordance with legal and ethical
practices of the purchasing profession. The Department is
organized to serve and facilitate the objectives of the
College, to make commitments in a consistent and orderly
fashion and to foster a high level of public relations
within the College and with College suppliers.
The Purchasing Department has the authority to order
supplies, materials and equipment and to obligate the
College for contractual services. Therefore, Harford
Community College shall honor no purchases or commitments to
purchase commodities or services unless directly authorized
by the Purchasing Agent. The authorization will normally be
given through the use of a purchase order signed and issued
by the Purchasing Agent.
| Authority to enter in to purchase
contracts or other obligations of indebtedness is the
ultimate responsibility of Harford Community College's
Board of Trustees. This authority has been delegated
within State of Maryland parameters, to the President
of the College, the Vice President Finance,
Operations, and Government Relations and the Director for Purchasing. |
