Overview

Harford Community College is a two-year college located 35 miles north of Baltimore that believes in providing an open and inclusive environment to all students both international and domestic. Harford Community College expects to sustain an atmosphere of cultural pluralism where individuals and groups can maintain a sense of cultural identity while supporting a strong, integrated campus community.  The college considers multiculturalism as a process rather than an event.   The campus community accepts, appreciates and actively unifies campus community diversity into the cultural quilt that makes up world society.

Special Admissions Procedures for International Students

Harford Community College grants admission to students regardless of citizenship. Maryland Senate Bill 167 provides the opportunity for some undocumented non-U.S. citizens who attended high school in Maryland to receive in-state tuition (in-county or out-of-county tuition rates ). In order to qualify for this exemption please refer to the Guidelines for Undocumented Students.

For information about international student enrollment, please contact Jenny Lares, Student Development Specialist at jlares@harford.edu. International students are required to provide documentation as listed below:

A. Non-Immigrant (F-1) Student Visas

HCC is authorized under federal law to consider applications for enrollment of non-immigrant alien students in the F-1 visa status. Prospective students must satisfy academic, college admission requirements as well as requirements for the certificate of eligibility (I-20 form) before petitioning the U.S. State Department for the student (F-1) visa.  The College reserves the right to determine the requirements for enrollment.  Documentation required prior to admission and registration includes:

1. International Student Application, following these deadlines:
   

   1. New (visa) credit students

   Fall admission            June 1

   Spring admission        November 1

   Summer admission      March 1

   2. Transfer (visa) credit students

   Fall admission            August 10

   Spring admission       December 15

   Summer admission    May 10

3. Verification of English language proficiency.  In most cases, students are required to take the Test of English as a Foreign Language (TOEFL) and achieve a minimum score of 500 (standard test), 173 (computer-based test), or 61 on the internet based test.  Please note:  Harford Community College has limited credit English classes designated for speakers of other languages; therefore the student must satisfy the proficiency requirement prior to being admitted to the institution.  All International students who are admitted to HCC will be required to take the College's Academic Skills Assessment.

4. Declaration of financial resources to demonstrate ability to fund education, health insurance and living expenses.  Students should not expect to find part-time employment on campus, as such jobs are scarce.

5. Official transcripts translated course by course into English from all secondary schools and colleges or universities attended. International transcripts must be official, translated versions evaluated by either WES: World Education Services, Inc and AACRAO International Services.

6. Demonstration of valid passport, I-94 card, current I-20 ID form and all other pertinent identification and documentation.

7. It is highly recommended that international students coming from abroad arrange sponsorship by a local resident, if possible, in order to procure guidance and assistance with housing, transportation, social and religious practices, public services, medical care, shopping, and adjustments to cultural change.  There are no residence halls or dormitories, and the public transportation system is very limited.  The College is not responsible for providing lodging, meals or transportation.

B. Visa Types and Tuition Rates

International students with immigrant and other types of visas may also be eligible to attend the College. In addition to the standard application materials, student must present proof of immigration status and type.

Tuition rates for international students are based on visa type.  Permanent residents, resident aliens, officially recognized refugees and asylees and those in possession of A, L, J - 1, or H visa types are charged in-county fees.  Students with all other visa types, including F-1 and M-1 are charged out-of-country fees.

Please note: The College follows the same guidelines for determining the tuition rates for international students enrolling in non-credit courses as in credit courses.
