The Office of the Vice President for Student Affairs & Institutional Effectiveness and Title IX Coordinator... we promote learning and development through class work and through student development services, programs, and activities.

Our caring faculty and staff support students in achieving their academic and career goals through quality instruction and student-centered services. Our services, programs and activities are designed to support students' development in a holistic manner: intellectually, occupationally, socially, civically, emotionally, physically, spiritually, ethically, and culturally.

Functional Units


Provides information about Harford Community College to prospective students.  Assesses, informally, needs and goals in order to refer to the appropriate programs and services.  Interacts with area schools, community groups, agencies, and businesses through presentations as well as attends public events and distributes college publications.

Advising, Career and Transfer Services 

Provides academic goal setting and assists in selecting courses. 


HCC has approximately 200 student athletes participating in 14 sports and is a member of Maryland Junior College Athletic Conference (MD JUCO) and National Junior College Athletic Association (NCJAA).

Career Services 

Assists with career goal setting, resume writing, interviewing skills, and job hunting strategies.

Cultural Events

Presenting the finest in cultural productions in northeastern Maryland, this office manages all aspects of theatrical, artistic, and musical shows at HCC.

Disability Support Services 

Coordinates academic accommodations; provides assistance with adaptive equipment and assistive technology; provides academic and career advising.

Events and Conferencing

Provides personal guidance for on and off campus customers with the scheduling, setup, and cleanup of meetings and events, and the cleaning of campus buildings and grounds.

Financial Aid 

Provides information on federal and state aid programs as well as scholarships and assistance with the financial aid process.

Learning Center

Provides walk-in tutoring for Harford Community College courses; offers scheduled and group tutoring, study skills and learning strategies, and supplemental instruction.

My College Success Network

Offers individual guidance and academic support; assists with goal setting focused on African American experiences; offers social and cultural activities.

Registration and Records

Provides information on enrollment applications, registration and Owl Net; completes transcript and enrollment verification requests; processes graduation and nursing program applications.

Student Activities

Offers comprehensive programs, activities, and services that enhance the experience; oversees registered student organizations and the student government association; offers community involvement opportunities.

Student Intervention and Conduct Services

Provides early intervention and services by connecting students with needed campus and community resources.

Support for Military and Veterans

Provides information and offers assistance for veterans and active military benefits programs.

Testing Center

Provides academic skills assessment; proctors transitional, make-up, and eLearning exams and is also the site for CLEP, DSST and division exams
