Thomas Alcide joined Harford Community College as the new Chief Information Officer (CIO) on January 7, 2019. In this position, Alcide provides leadership and support to Information Technology Services and helps the College secure an IT vision that centers on student success. He has nearly 20 years’ experience in information technology management, specifically within higher education.

Alcide comes to Harford from Towson University, where he had served as the Associate Director for Systems Operations since 2013. His responsibilities there included managing day-to-day operations and issue resolution; developing and implementing strategic plans, tactical plans, and roadmaps; overseeing staff recruiting, mentoring and development; internal and campus communications of technical services; project planning and prioritization; managing vendor relationships; overseeing technical services offered by Systems Operations; serving as project manager for mission critical initiatives; planning, budgeting and resource management; disaster recovery, system security and business continuity; and working with constituents of the university to ensure services aligned with their evolving needs. Former positions he held included Manager, Application Engineering at Towson University and Director, Computer Services at Goucher College.

He holds an MS in Applied Information Technology and a BS in Business Management from Towson University. In addition, he has multiple professional certifications including Certified Associate in Project Management. His professional affiliations include EDUCAUSE, Maryland Education Enterprise Consortium, Windows in Higher Education, and Cross Campus Technology Group.
