Board of Trustee Members
Harford Community College’s governing board is comprised of nine
trustees who are appointed by the Governor for a term of five years;
members may serve up to two consecutive five-year terms. Six members
represent the Councilmanic Districts and three are appointed from the
county at large.
Members of the Board include:

Doris G. Carey (2006-2011; 2011-2016)
Councilmanic District A Representative
Mrs. Carey was appointed to the Board in 2008.
She holds a bachelor’s degree in Education from St. Paul’s College
and a master’s in Education from Morgan State University. She
completed thirty hours beyond her Masters in Education
Administration and Supervision from Loyola College. After 27 years,
Mrs. Carey retired from the Harford County Public Schools. During
her tenure with the public schools, Mrs. Carey served as an
elementary and middle school teacher for 13 years and she held the
position of supervisor of federal programs for 14 years. Active in
the community, Mrs. Carey serves as secretary to the Joppatowne
Community Council and she is a member of the Board of Directors of
the Hosanna Community House, serving as treasurer from 1995 to the
present. In addition, Mrs. Carey is a charter member of Xi Delta
Omega Chapter of Alpha Kappa Alpha Sorority, Inc., a life member of
the National Association for the Advancement of Colored People, and
a former member of the Alliance of Black School Educators in Harford
County.

April L. Fritts (2009-2014)
Councilmanic District F Representative
Mrs. Fritts was appointed to the Board 2009. She holds a B.A. in Theatre
Arts from High Point University, a Professional Teaching Certificate
from the State of Maryland, and a Master of Science in Curriculum and
Instruction from McDaniel College. Mrs. Fritts is currently the Director
of Religious Education at the Unitarian Universalist Fellowship of
Harford County. Other professional experience includes Residential Life
Director, Upper Chesapeake Summer Center for the Arts; adjunct faculty,
Harford Community College; Staff Development Presenter, Gifted and
Talented Drama Instructor, CREATE Grant Program Assistant, CREATE Grant
Theatre Specialist, Cecil County Public Schools; Staff Development
Director and Facilitator, Maryland Leadership Workshops, Inc. In
additional to a number of professional activities, Mrs. Fritts is also
active in the community where she recently served as meeting coordinator
for Mothers and More, Inc.

John F. Haggerty
(2008-2013)
Councilmanic District C Representative
Mr. Haggerty was appointed to the Board in 2007. He holds a bachelor's
degree in Science from the University of Maryland and a Master's in
Education from the University of Florida. He pursued advanced
studies in higher education administration at the Johns Hopkins
University. Mr. Haggerty is retired from Harford Community College
where he served as an Associate Dean and Athletic Director. Besides
being associated with the College since 1966, Mr. Haggerty is proud
that his wife, Joan, their five chidren, and two of their
grandchildren have attended Harford Community College. Following his
career at Harford, Mr. Haggerty was employed with Ripken Baseball in community
relations related to the Cal Ripken World Series. As an active
community member, Mr. Haggerty served on the Maryland Real Estate
Commission, the Harford County Board of Parks and Recreation, the
Board of Directors of the Central Maryland Chapter of the American
Red Cross, and was President of the New Harford Democratic Club.

Cordell E. Hunter, Sr.
(2007-2012)
At-Large Representative
Rev. Cordell Hunter is a retired Anne Arundel Public Schools
educator and administrator. In addition, he has served as pastor of
the African Methodist Episcopal Church since 1980, Director of
Social Political Action, and Instructor for the Board of Examiners.
He was recently appointed to the position of Presiding Elder of the
Eastern District, Baltimore Annual Conference. Rev. Hunter has
served his community as a Commissioner on the Housing Authority of
Havre de Grace; Vice President of the Maryland State Conferences
Branches, Chairperson of Regional Seven and member of the Harford
County Branch of the NAACP. He also serves as the Vice President of
the Susquehanna Ministerium, representative for the Faith Based
Ministry for Census 2010, Harford County Government, and second term
member of the Harford County State Central Committee. He serves as
Chaplain for Upper Chesapeake Hospital Systems, District Six, Prince
Hall Masons and Alpha Phi Alpha Fraternity. He earned a B.S. in
elementary education and a M.S. in education administration and
supervision from Morgan State University with additional graduate
work at Goucher College, Coppin State University, Loyola University
Maryland, and St. Mary's Seminary and Ecumenical Institute. He
resides in Havre de Grace.

Bryan E. Kelly, CFP® (2005-2010; 2010-2015)
At-Large Representative
Mr. Kelly, managing partner/owner of The Kelly
Group, was appointed to the Board in 2005. He is currently serving
his third term as
Board Chair. He served as Vice Chair of the Board from
2008-2010. He is also a member of the Board of
Directors for the Harford Community College Foundation, Inc. Mr.
Kelly, a Certified Financial Planner®, holds bachelor degrees in
economics and finance from the University of Maryland, Baltimore
County (UMBC) and a master's degree in financial planning from The
College for Financial Planning. He is
co-chair of the Board of Directors of the UMBC
Economics Visitors Council and was the 2007 UMBC Economics Alumnus
of the Year. Mr. Kelly is former president of the executive
committee for the Maryland Association of Community Colleges and
former chair of the Advisory Board for the Academy of Finance
at Edgewood High School. Mr. Kelly also participated in Leadership
Maryland, a statewide leadership development program. He is a member
of Cambridge Investment Research's National Leader Network. In
addition, Mr. Kelly is a member of the Harford Leadership Academy
Alumni Association.

Richard D. Norling
(2009-2014)
Councilmanic District D Representative
Mr. Norling is Senior Policy Analyst at the Maryland Department of
Natural Resources and the former chair of the Harford County Trial
Courts Judicial Nominating Commission. He served as chair of the
Budget Advisory Board to the Harford County Council from 2000-2002.
Mr. Norling previously served as program coordinator for the Ocean
Energy Licensing Program at the National Oceanic and Atmospheric
Administration (NOAA); staff director of two subcommittees of
the U.S. House of Representatives' Committee on Merchant Marine and
Fisheries; and founder/CEO of a computer software company. He is the owner and manager of Deer Creek Farm in Darlington. Mr. Norling earned a
B.S. in mathematics and a B.A. and M.A. in political science from
The Ohio State University. He earned a M.Phil. in political science,
from Yale University. He is a 1997 graduate of the Harford
Leadership Academy and resides in Darlington.

Jan P. Stinchcomb
(2010-2015)
Councilmanic District B Representative
Mrs. Stinchcomb, appointed to the
Board in 2012, serves as Vice Provost for Undergraduate Studies and
Faculty for the Maryland Institute, College of Art. She earned an
Associate's degree at Harford Community College, a Bachelor of Fine
Arts degree from the Maryland Institute College of Art, and a Master
of Fine Arts degree from Queens College, City University of New
York. She recently completed an Educational Management Program at
Harvard Graduate School of Education. A resident of Abingdon, Ms. Stinchcomb has been involved in community planning efforts since
1991. She served on the Future’s Growth Study Task Force appointed
by the County Executive in 1997. She has also served on the Coastal
and Watershed Resources Advisory Committee, Harford County Strategic
Planning Committee, and the Harford County Historic Preservation
Commission. Ms. Stinchcomb is the founder of the Friends of Harford,
a nonprofit organization whose mission is to educate and take action
on issues related to regional smart growth policies. In addition,
Ms. Stinchcomb currently serves as President of the Board of the
International Association of Independent Art and Design Schools.

Bradley R. Stover, J.D. (2004-2009;
2009-2014)
At-Large Representative
Appointed to the Board in 2004 by Governor Robert Ehrlich and reappointed
in 2009 by Governor Martin O'Malley, Mr. Stover is an attorney and a principal with
the firm of Shaffer, McLauchlin & Stover, LLC in Bel Air. He
served as Vice Chair of the Board from 2007-2008 and as Chair of the
Board from 2008-2010. Mr. Stover
received his bachelor's degree in political science from Liberty University and
obtained his juris doctorate from the University of Maryland School of Law.
Mr. Stover is legal counsel to Habitat for Humanity Susquehanna, and
currently serves on the Board of Directors of the ARC Northern
Chesapeake Foundation.

James J. Valdes, Ph.D.
(2007-2008)
Councilmanic District E Representative
Dr. Valdes was appointed to the Board in 2007 and he currently
serves as Board Vice Chair. He is scientific advisor for
biotechnology at the Edgewood Chemical Biological Center where he
serves as the senior biological scientist and advisor to the U. S.
Army Research, Development and Engineering Command Group, and he is
Senior Research Fellow at the National Defense University's Center
for Technology and National Security Policy. Dr. Valdes holds a
Bachelor of Science degree from Loyola University of Chicago, a
Master of Science from Trinity University, and a Ph.D. in
Neuroscience/Chemistry of Behavior from Texas Christian University.
He was a postdoctoral fellow in neurotoxicity at The Johns Hopkins
University School of Public Health. Dr. Valdes is an adjunct
professor at the University of Texas at San Antonio and an adjunct
professor in the Department of Bioengineering at the University of
Maryland. He is the author of more than 130 scientific journal
articles and 55 technical reports; he has given more than 300
presentations to international scientific professional groups. In
2003 and 2009, Dr. Valdes received the Presidential Rank Award
presented by the Secretary of the Army and the Vice Chief of Army
Staff on behalf of the President.
