Mr. Rick Cozby, Associate Director for

Office of the Program Manager, Future Combat Systems (Brigade Combat
Team), Combined Test Organization
Civil service employee since 1988; Responsible for developing the
network testing strategy for the Future Combat Systems program – the
most significant acquisition program in the history of the Army.
Oversees a diverse engineering staff distributed at Ft. Monmouth, NJ,
Washington D.C. and Huntsville, AL with major facilities at Aberdeen
Proving Ground, MD, White Sands Missile Range, NM and Huntington Beach,
CA. Commissioned in the Regular Army, Signal Corps, in 1983. Served as a
test officer at USAEPG, 1983-1986, testing NAVSTAR/GPS, Aquila RPV,
SINCGARS, and several jammers. Also served as platoon leader, protocol
officer, public affairs officer and historian. Served as an operational
tester and instrumentation engineer in the TEXCOM Experimentation
Center, Ft. Hunter-Liggett, CA, 1987-1988. Resigned from active duty to
take a position at HQ U.S. Army Developmental Test Command (DTC) in
1988. While at DTC, oversaw the development and implementation of the
Army’s Virtual Proving Ground. As a reserve officer (LTC, Signal Corps),
served as a test officer in the ATC Live Fire Vulnerability Directorate,
1989-1997. Transferred to ARL/SLAD in 1998, serving as senior military
advisor and survivability assessment officer. Recalled to active duty,
Oct 01 – Oct 02, to support ARL as part of Operation Noble Eagle; named
ARL Analyst of the Year for 2003. Reassigned to AMSAA in 2004. Married
to the former Jo Blackwell, LTC (Retired), Signal Corps (USAR) and Chief
of the Electronic Proving Ground Field Office, APG, MD. Two boys,
Brenton (15) and Bradford (13).
